Scenario: A fire breaks out in a significant component of a gas storage plant which led to the component being shutdown for several weeks so remedial repairs could be made. Gas Import and export operations were able to continue (within 24 hours), as an alternative means of working was made available which did not involve the fire damaged component. Is the fire reportable under RIDDOR as a dangerous occurrence? Your thoughts please ladies and gentlemen.

Any explosion or fire causing suspension of normal work for over 24 hours is reportable under RIDDOR as a Dangerous Occurence.

Also, any sudden, uncontrolled release in a building of: 100 kg or more of flammable liquid; 10 kg of flammable liquid above its boiling point; 10 kg or more of flammable gas;
or of 500 kg of these substances if the release is in the open air; is reportable under RIDDOR as a Dangerous Occurence.

RIDDOR guidance is not very clear sometimes, I would personally, given your description, say that it is indeed a reportable one. why don't you talk about it to the HSE and get some guidance from them (although even themselves can't interpret the guidance fully) but it is certainly worth asking

I would report it and allow the HSE to decide. What started the Fire? Is it a COMAH site? How would you feel if lives were lost or serious injuries resulted from a similar event!!

Jay, Maybe its friday and im being thick but can you specific where under the dangerous occurance it details ANY explosion is reportable?

My understanding is that its

- an explosion in a controlled vessel or associated pipework
- electrical short circuit resulting in explosioin
- explosion or fire causing suspension of normal work for over 24 hours.
