There is a hazard - its a commercial one that might result in a bus being taken off the road for a lenght of time while a possibly costly clean-up takes place. There may even be claims to the bus operator from passengers who ruin their shoes or clothing etc. There may be other penalties if the operator cannot keep enough buses on the road to meet its contractual obligations.
The bus company is considering teh risks, predominantly financial, and making its own rules in a way the best suits its commercial operation. That is their choice.
Carping on about such issues, as if there is come devine right here of ownership over what should or should not be a matter of health and safey shows a rather narrow outlook and lack of commercial experience.
