Don't know is the honest answer. There is no legal requirement to PAT certificate electrical equipment, although the duty holder (employer) must provide equipment that is safe and fit for purpose. Speak to the brewery if in doubt.

A tenant is a self-employed person, and would be the employer of any people working in the pub; the employer is responsible for electrical appliance safety, so I think it would be the tenant,

Who does the equipment belong to?
If supplied by brewery then the brewery

I agree with the replies. Also the fire equipment.
The tenant landlord is responsible just as he is responsible for the PL & contents insurance.

You need to be clear about what you mean by 'responsible for'. Legal duty for electrical equipment safety is with the employer, irrespective of its ownership. The employer may well contract any necessary testing and maintenance out, but it is still up to the employer to ensure that the testing etc is being done and that the equipment is safe, so far as reasonably practicable. So the contract with the brewery might well say that they will do the testing, but it's still the tenant's duty, as the employer, to ensure safety; in other words to set up systems to ensure that testing is done, that maintenance is carried out, and that necessary information, instruction and supervision is provided

This is one which can't be guessed at, as it will be laid out in the lease terms and conditions in each individual situation. As an enforcement officer I have come across a multitude of different ways that this may be organised between landlord and tenant.
