Can someone (briefly) explain the main differences between the two?

From what I can see on the HSE's website CHIP requires the supplier of the chemical to identify the hazards and give information about the hazard to their customer and package the chemical safety.

Where as Reach requires the manufacturers of such chemicals responsible for understanding the risks associated with their use.

In summary, is CHIP aimed at the supplier (is this the shop or company where the product is purchased from?) and Reach at the manufacturer?

I'm trying to very quickly to get an over view of them both without going into long reading sessions!
