I have been through the Regulatory Reform (Fire Safety) Order 2005, and the Fire (Scotland) Act 2005, and the HSE Operational Circular OC 217/05 which covers both of the above, and can't see any major differences between the two with regards to employer's and employee duties - unless I have missed something (which has been known to happen on a few occasions!) Does anyone feel differently?

The two pieces of legislation are intended to mirror each other and as far as I know they do. Regulatory Reform Orders don't apply in Scotland, so they had to pass a fresh Act there, but they do operate in England and Wales. I think NI has had to have seperate legislation as well, but again the intent of the law and the structures it mandates mirror those in the rest of the UK.

One difference is in the regulations passed under the Scottish Act; they mandate sprinklers for all new residential care premises through Scottish Building Standards, the RR(FS)O doesn't,
