Is there a legal requirement for a site waste management plan if its a domestic client?

It is the responsibility of the Principal Contractor to manage the SWMP, as there is no PC for a domestic client the answer is no, (I think - it's a long time since I looked at the Regs.).

I just had a look at this and now not so sure as there is a duty on the Client to manage the plan if no contractors.

£300,000 is the first stage lower limit, are there any domestic client projects that hit that figure?

Irrespective of SWMPR environmental law applies to a domestic person in a way that is unlike H&S law which is employer - employee based, so if they [the domestic person] themselves are undertaking connstruction work &/or they have employed a builder to undertake construction work fror them on their private property the waste created is not classed as domestic waste so my advice would be that any such person ensures that their waste [as that is what it is e.g. the 'producer pays'] is suitably managed and disposed of so writing a waste management plan is not a stupid nor wasteful thing to do and should not be a large thing in an average situation

CDM, in itself, has nothing to do with the situation
