Can any one tell me the difference between eav exposure action value and elv eposure limit value when doing a havs assessment, which one is the most that a worker can adhere to in an 8 hr day.

I hope I don't get accused of being unhelpful etc etc, but this information is readily and freely available on the HSE website with a very modest amount of effort.

EAV - you take ACTION to reduce exposure
ELV - this is the LIMIT value which should not be exceeded

Without being rude John, if you are unsure of the difference between the two, I have to question whether you should be doing the assessments (if that is what you are doing)

You should be trying to limit the amount of vibration that a person is exposed to so that it is below the EAV or 100 points if you are using the HSE's ready reckoner. It is permissable however to exceed the EAV but only if you have health surveilance in place so that you can benchmark and check that they are not be affected.
You must not allow a person(s) to exceed the ELV even if you have health surveilance in place. If you use the HSE ready reckoner the ELV equals 400 points.
