Take a port for example with only 1 way in and out.

There are numerous companies and type of activities that operate within the port. It has a well communicated emergency evacuation plan that requires all company's to evacuate via the main and only entrance / exit. It is very secure and physically not possible to leave from any other area of the port as there is a secire perimeter fence all the way round.

My question: is 1 exit out the port enough? are there guidelines in this area?

Is there a minimum requirement in this area.

What if the emergency is blocking the exit? Is the secure area large enough for people to stay where they are without being in danger?

Exactly.
I would say yes the area is large enough, but that still means personnel are stuck.
Information on egress is largely to do with buildings and i can't find info on multi sites

Is there such info?

What kind of port is it? I assume it is a sea port, can the ships leave through the dock/harbour entrance?

What type of incident are you anticipating?

In my experience people are well used to hanging around for hours inside a port waiting to board and sail etc. I don't think time is important.

Is it your port?

Can you arrange everything inside the perimeter to leave fire breaks and marshalling areas free/clear?

You should consider checking with the Port Authorities.

There is also the matter that the emergency evacuation plans may be covered under maritime HSE Laws.

The main concern that the Port Authority will have is compliance with the ISPS Code (International Ship and Port Facilty Security Code). Any lapse in security will impact commercially as exports through the port will be blocked by other countries (especially across the Pond .... )

The single entrance will be part of their security plan - this plan will also need to cover safety aspects and, I suspect, they have ascertained that there will be room within the compound to assemble even if the access area is blocked.

However, I also suspect there is a securly locked alternate exit that you are not aware of??
