Could anyone give me a primer on commercial motor vehicle rules in the UK, especially if you have a good web site that explains what an employer must do in regards to ensuring the driver and the vehicle are fit for the road? In particular looking at small delivery trucks.

Hi, I assume not covered under an operator s licence? To add to Stephens post, try HSE, DFT, VOSA, DVLA, Brake, Fleet news websites, there is loads of stuff out there.
