I was asked a question at work last week regarding competence to develop a DSEAR assessment. I was wondering if there was a “prescriptive level of competence” or whether it comes under the usual "HSE competence".

Hi,
Don't think so but the DSEAR ACoP L138 refers to MHSW ACoP for further information on how to undertake a suitable and sufficient risk assessment.

In most circumstances where DSEAR assessments are required you will need someone with an engineering background competent to identify different types of motors, switches, other ignition sources, flammable fume and gases. Also they must be have a full understanding of the DSEAR regs.
It is a specialists assessment, not normally done by a HS Advisor.

Steve S has hit the nail on the head but I feel his last line should read 'it is a specialist assessment area, not normally done by a none specialist / none competent HS Advisor in isolation'
These assessments; along with most others; shouild be team efforts with the H&S specialist acting as the facilitator as otherwise 'blind spots' etc develop
