We already take into account ground conditions and general condition of the tyres before carrying out a task whilst using MEWP's but is anyone aware of any legal requirements of pneumatic tyres on MEWPS and whether we should be looking at changing to solid tyres on new wheels?

No John, I believe there is no relevant legal requirement defined between these two types of tyre. One of the difficulties you will likely experience is...what do the manufactures recommend for each individual MEWP?
Normally scissors are fitted with solid tyres for obvious reasons. Booms pneumatic because they are used for getting from A to B over greater distances, and of course greater stability. I'd have thought it may be pertinent to ensure you have the right MEWP for the task; this then will likely alleviate any concerns over tyres that you may have.

I'm not aware of any reason why you cannot use either/or types of tyre.You should however check the tyre pressures before use to ensure they meet with the manufacturer's guidance.
