Funicular railways come under the Railways and Other Guided Transport Systems (Safety) Regulations 2006, which the Office of Rail Regulation is the enforcing authority and not the HSE. StephenDClarke has given you the link to the regulations.

The HSE is the enforcing authority for any activity in relation to a ski slope, including ski-lifts, ski-tows or cable cars. If you go to the HSE’s guidance (INDG371) (as provided by Stephen’s link above) on H&S in ski-slope operations there is a small section on ski tows, which might be useful.
