We have an internal asbestos removal job in a roofspace. Starts on Monday.
The plan is to have a scaffold tower, harnesses & lanyards and a crash deck below the work area (4 to 5 feet below).
Concern's been voiced over the inability to guarantee the crash deck is directly below the work at all times.
My initial thoughts are that the crash deck is a red herring as the workers should be attached at all times and the 4/5 foot drop onto the crash deck isn't acceptable anyhow.
Haven't shared these thoughts yet as I'm not at all sure. Thoughts, peeps?

What and where is the material to be removed, is this licensed work and what is the extent of the enclosure?

Material's in the roofspace, ron. All licensed. Environmental monitoring company is managing the job on our behalf. Env mon company has voiced the concern. The entire area is to be enclosed.

Obviously is it licensed removal? and by a licensed contractor? What type of building, what is the floor, is this in a loft area or is it between joists, is it ceiling tiles etc.
What training do the removal ops have etc, along car 2006 reg 10?
The mobile tower, crash deck and harness and lanyard seems very much over kill requires to be assessed properly, no need for harnesses if they are working within a proper scaffold tower, the harnesses will obviously be contaminated there are loads of issues to think about but probably quite simple controls.

I would ask what are they going to be attached to? a mobile tower has no requirement or attachment points for a harness, and attaching to the structure would only pull it over in the case of a fall. I have done a lot of safety deck installation and it is usually installed at a height to allow the users to work directly on top of it, using as a temporary flooring, have you looked into this? i would ask where the crash deck is to be secured if you need a tower in the middle of it? a tower is the only necessity.

As I understand things then, the enclosure is in the roof space (the "area" you refer to?), and there is a risk of falling through the ceiling. Problematic issue then is that there is a foreseeable risk of the asbestos enclosure failing. HSE would take a very dim view of that I fear. Most likely you're going to have to install sectional lightweight decking to the joists to prevent falls?
