From a personal perspective, I try to avoid the term "policy" for specifics . The overarching Policy statement should capture the general aims and aspirations for the management of all hazards and risks in the organisation. Instead I would look to prepare specific 'arrangement' type documents around the particular topic or work issue, such as Procedures, Guidance, Standards, Checklists etc. Context will vary depending on what you're trying to cover; e.g. transmission lines, high voltage, low voltage or maybe just portable appliance issues.
