Not sure how to find out this information but here goes; we are looking to have some tanks installed but one of the companies that has quoted is from Austria and appears to have been kicked off a site over here in January by the HSE, how would I be able to confirm this?

The HSE can't 'kick' a contractor off site (just as they can't close a factory).
They can stop that contractor performing certain works that they consider to be hazardous through the issuing of a Prohibition Notice or several Prohibition Notices. Once those Notices are complied with (ie, corrective actions taken) that company can resume works.
Details of all enforecement Notices will be on the enforcement database on the HSE website.
