Is there a requirement to inspect and record a tubular scaffold on a daily or pre shift basis. Not including the 7 day inspection, following inclement weather, ect. The daily inspection would refere to guard rails, toe boards, barriers & other fall protection provided. Thanks Karen

Following inclement weather you would definately have to inspect sole boards and ground conditions

I believe Reg13 (Inspection of places of work at height) of Work at Height Regulation is intended as a "catch-all" for such inspection, but no record is required. The definition of "working platform" (in the Regs)refers to a "place of work".

I take the view that a routine part of good supervision would be to review the scaffold condition as one works on it during the normal daily routine. There is no formalised need for a record of such reviews(inspections) BUT even a diary note of the act certainly provides good evidence in case of questions from the HSE.
I also agree with Ron that reg 13 is the catch all
