Bit of opinion on this would be helpful and it is a bit complex.
I’m developing a competency database to cover performance objectives for 24 staff. These performance objectives and the frequency that they are required are set by an external agent and do not allow for any flexibility. The number of objectives is staggering (approx 180) and vary depending on the individuals role. The frequency also varies (i.e. 3, 6, 12, 18 and 24 months) meaning that each individual has to meet their role performance objectives in the allotted period.
The present way of doing this, it has only just been introduced, is to set each objective to a calendar month.
The second option is to have a rolling training programme, the database alerting the management when an individual is within a month of their performance objective.

I sympathise. My 75 employees cover 8 skill sets with 40 subordinate training needs, so my competency matrix has to be printed in A1 before you can read it!
The database flags everything due in the next period - it just needs two people to monitor and control it, though they would struggle without the database.

Sounds like I’m on the right track with the database flagging up when the objectives are due. I wasn’t too fond of the calendar month system as you seem to be playing catch up all the time.
