Hi All
The council have informed the residents in my street that they intend to build a skate board areana across the road from our houses,they have carried out a noise assessment and have informed us that it came out 94db in our front gardens this seems high to me but i cant find any thing which says what the upper level noise limits would be for outside your home and if doors open inside.

94dB is high. The limit value is 87dB(A) Lepd - measured over an 8-hr period.
I am suitably impressed that they've managed to get a decibel reading from a construction site which has only just been 'intended'.
I wouldn't worry though. They'll have realised by now that they will be requiring all operatives on site to wear ear defenders, ear plugs, and work inside a noise enclosure - so I'd imagine that there will be plenty hearing protection equipment for you and your family / neighbours to use.

Tazz, are you talking about the expected noise from the skate park when completed or the noise during construction?
The first is environmental neighbourhood noise, the second is both noise at work and control of noise pollution from a construction site as Alex suggests.
They are different beasts with different rules.
A single reading of 94db is just that, a single reading. In an everyday sense it tells you nothing more than how loud the noise might be perceived. For example, someone playing a trombone might give a similar reading.
At what times of the day and for how long the noise might be apparent are important.
You need to clarify the situation and I would recommend that you talk to your local council EHO about this matter. They are best placed to advise you in such circumstances. Look on their website, there will be a link to noise pollution or neighbourhood noise somewhere on the site.

I have not read it for a while but I believe BS 5228 - Noise and Vibration - Construction Sites provides details on noise levels expected inside and outside e.g. when windows are open / shut etc.
Agreed it would also be important to know if this is the noise generated during in construction, during the day hopefully when your out at work, or after construction as this could effect your weekends and evenings.
A quick google search suggest 27dBA may be a reasonable attenuation of double glazing, reducing this 94 to 67 which may still be intrusive, especially in the morning if you work shifts say.
First port of call, find out if this is construction work noise levels (I expect it is), if so how long it will take, hours and days of working
