i have been asked to carry out safety coordinator work as part of my job, as the safety culture here is not the best few records kept, training not up to scratch,inspections few and far between,etc etc etc can anyone give me some advice on where to begin to develop a safety plan,or website where i can download information regarding the role from.

Tazz, how long is a piece of string?
Is this a new string to your bow and is this a formal role within your company, also are you up to the role and challenges?

Do those asking you to do this not have some expectation (perhaps even understanding) of what that role would entail?
I guess we on the Forum also need more context, particularly regarding scope and scale of the organisation, number and location of sites etc.
If this is a defined role in your Organisation, then it shold be explained within the organisation elements of Company H&S Policy.

Tazz, please don't take this the wrong way, but do you have any Health & Safety qualifications?
To be given the role of company H&S coordinator takes a lot of in depth Knowledge of H&S rules and regulations, your question seems to suggest otherwise? Apologies if I am wrong

Do you have a background or qualifications in H&S or have you just had the role dumped on you. If you have no Background in H&S then either you would not be suitable for the position or the company needs to provide you with training.
it seems you have already identified issue where the company is failing i would look at prioritising those that may have the most severe consequences to safety for the workforce. identify the high risk activity's and look at putting control measures in place this is where a good knowledge of what control measures would be suitable.
Once you have the major risks under control then look at writing procedures and other preventive documentation by the sounds of it you will be in fire-fighting mode for some time to come.

As you are an IOSH member I assume you have some H&S background.
I agree with the other posts that more information is needed.
I apologise if I am teaching you to suck eggs
but
I would suggest that you read Regulation 7 of the Management Regs 1999 regarding Health & Safety Assistance so you will have a clearer idea of your responsibilities. If you go to the HSE website, go into the books/publications and search for L21 you should be able to download it for free.
I would also consider
What H&S assistance is available at the company excluding yourself?
How competent is that other assistance?
Could you work together to overcome the obvious problems.
Will you have senior management support?
What type of industry are you in (I presume construction)?
Does the company operate in one site or multi sites?
