Hi As h&S in a private hospital with individual bedrooms we do enforce a no smoking policy but obviously patients do try and smoke in their rooms , just trying to explore options .
The exemptions around the smoking ban are a bit woolly and don't actually mention hospitals , do you think that designated hostel rooms would cover also what sort of control measures would be in place in these ?

I don't think it is woolly at all.
Hospitals are not mentioned in the exemptions section and therefore they are not exempt.
If a patient refuses to stop smoking in their bedroom you are expected to take appropriate action. If necessary that would mean asking them to leave the hospital.
