The link is of the CIBSE website, but you could confirm it with CIBSE. I came across it when I was dealing with some external car-park matters on our site.
BS 5489-1:2003 is Code of practice for the design of road lighting — Part 1: Lighting of roads and public amenity areas, therefore unlikely to be suitable for multistorey car parks.]
The latest CIBSE lighting guide (priced publication) also recommends car park lighting on the basis of security based on low, medium and high crime risk areas, but implies outdoor location.

The Society of Light and Lighting Lighting Handbook published in February 2009 informs that for Car parks: "the recommended minimum maintained mean illuminance for car parks depends on the level of traffic and the risk of crime (Table 18.2). Where traffic is light and the risk of crime is low, a minimum maintained mean illuminance of 5 lx is adequate. More traffic or greater crime risk implies higher illuminances for security lighting-refer to CIBSE Factfile 2: Car park lighting – A dilemma resolved
