I am waiting with baited breath to see what the governments stance on H&S regulations is going to be. Although it may be toothless rhetoric on their part due to most H&S regulations being European Law. One thing I was wondering about is if they do de-regulate in some way, and accident/incident or death rates go up, would we be able to prosecute individuals under H&S law for poor management.... or is that just a pipe dream?

Just to qualify, I meant prosecute government officials..

Lets not get into which bits of H&S law need to be abolished or which bits are covered by European law. Most H&S Regulations are the British interpretation of European law anyway so have to be complied with either under British law or European law. That is not the choice of the UK Government. What I understand or at least believ Lord whatshisname is looking mainly at the claims culture that has arisen because of the no win no fee legal practices that have mushroomed.

You should note that Corporate Manslaugher specifically excludes any actions against public officials concerning matters arising from government policy. The answer to your question is "No", whatever half-baked schemes they cook up.
