I have just been told by someone that nails guns are banned from building sites, I have never heard of this before.
I dont see why they should be as long as the correct R/A is in place.
Is there any truth in this ?

Depends what "banned" means. Are they banned by law - no of course not as you had suspected. Could they be banned from a particular site by a specific company. Of course. Their site, their rules. I'm not saying they'd be doing the right thing mind you and your point about risk assessment being the way forward is 100% correct.
I think the "someone" who told you this needs to elaborate on exactly what they mean.

I'm sure the manufacturers and suppliers would be interested in knowing if their equipment has been banned.
One thing to ensure is correct PPE is used and I mean eye protection. I find the "glasses" provided by hire companies with the nail gun are far from adequate, problem is the user thinks that because it is issued with the kit then it must be OK? Not just the user but also anyone in the vicinity as the "nails" travel a long way when bouncing off an object and it could be an innocent passer by that gets injured.
You may find that people who use the kit carelessly will be banned from site. "Lethal weapon"
Used correctly they are good and fast.

This is I am, afraid typical of the many "ban something for effect" actions that are causing chaos on construction sites particularly - It goes alongside ladders, stepladders, Rigger Boots and many others as a typically lazy response to an issue
