Hi Guys

A Safety Alert has been issued regarding the above subject.

Short duration works (10 minutes etc) accessing roofs using a Leaning Ladder and CAT Ladder.

They have been informed this on its own is not using the Hierarchy of control for work at height; as a fall can occur due to the fact no additional preventative measure are implemented.

e.g.. Edge protection;

This has caused this side of operations to stop.

The only suggestion I feel can overcome this issue at present is a fall prevention system i.e. Lanyard?

Mobile towers out the option has no vehicles available to carry such equipment.

Suggestions required please to get the guys working NOW B-(

There are a number of safe systems out there that will do the job and still allow the use of the vertical ladder and roof ladder. These include anchoring the vertical ladder to the wall, fixing the two ladders together, using rope based fall arrest systems attached to the ladder all of which can be utilised from ground level upwards thus preventing the operative from falling to the ground, and if they do 'let go' they can effectively step back onto the ladder as they are held in position. Certainly used in the satellite/aerial installation industry and being looked at by one of the major UK boiler installation and servicing companies.

The safe system you highlighted was one adopted by my previous employer (satellite install). However, even with robust procedures, in-house training and daily monitoring of implementation, the safe system was never observed. Common reasons given:

Too many jobs allocated per day to follow this system (price work);
Customer wouldn't permit holes being drilled into their wall (needed the money - not willing to walk away);
Ladder stays not fitted, harness not worn, ladders not tied (all equipment still on the van).

Therefore, although this safe system theoretically is a robust solution, in practical terms - very likely to be avoided / abused - unless the employer factors the time and pays a basic wage.
