Without further information, we could not give an answer to your question.
I am not aware of the International Education Society, in IOSH we use the UK National Academic Recognition Information Council (NARIC) to determine the level of non-UK qualifications. This is a service provided by the UK government for this activity.(www.naric.org.uk). They provide a service for individuals to make an estimation of level.
As you are already a member of IOSH send the information on your course to our Membership Department and ask them for a review. This should be the certificate of completion and a translation of your course's content.
As the course is at BSc level then it could well be at a higher level than the NEBOSH Certificate.
