i have recently carried out a static noise assessment on two work areas
Area 1 the noise ranged between:
71 db(a) to 94 db(a) to 109 db(a) with x1 operative in the work area (a metal work shop)
Whilst in Area 2 the noise ranged between:
85 db (a) to 86 dB(A) to 101 dB(A) with x1 operative in the work area (a joiners shop)
this was an initial noise survey however both operatives are highly mobile working in several different areas at a time, duration of exposure can range from anything such as 10 to 15 minutes at a time (only one machine in operation at any one time)
i have checked the SNR on the current ear defenders
would the next step be personal dosimetry testing? and followed up by audiometric testing?

It is theoretically possible to take measurements at the operatives ear positions whilst operating the equipment etc, calculate exposure times for the different tasks and come up with an estimated daily noise dose but it is likely to be an innacurate way of doing this.
Your idea of dosimetry is a much more reliable approach and will allow you to reach a more reasoned conclusion on whether your employees are exposed to high noise and how much. Once you have that information you can then make a better judgement on what to do to reduce their exposure and whether your existing arrangements are adequate.
Health surveillance is a requirement if there is a significant risk to your employees health and is good practice anyway to identify NIHL and to check whether your noise controls are actually working.
