Hi all, We have an existing project running which is currently under notification to the HSE (f10). Another project is about to start which is very closely linked to the existing one, is it feasible under the regulations to amend and extend the current F10 to included this project or are there limits in terms of extension lengths and project scope which would require is to make a new notification? Any help appreciated folks. Thanks

Hi Anderson8 If the "new" project is and extension of the existing project caused by significant additional work that will extend the time then a supplementary F10 is a requirement. However if it is a seperate project then a new F10 is required. As these projects are notifiable there should be a competant CDM Coordinator on board who should be able to answer these questions. Also please remember that the notification is only a very small part of the requirement of the CDM Regs. Hope this helps

Hi Rodderz, Of course I understand the requirements etc, and a CDM coordinator is in place for the existing project, however I was at a meeting for a separate project yesterday and a discussion took place regarding this project being linked to an existing one. We have another meeting Monday where the CDM coordinator from the existing project is invited, however as I am sure you'll appreciate I like to gain a full understanding of the requirements myself as H&S adviser and this is the first time I have come across this question in my career, and struggle to find a true answer in the acop, regs and schedules. My concern is that projects are wishing to add the project to a supplementary F10 to a avoid a fresh notification when this work has since been planned and was not in the original pre construction phase plan. So, I was hoping to find a definition as to the amount a change which can be made to an existing project within the regs, ie time, plans, additional days. As you rightly say, out CDM coordinator will no doubt help us out, but just trying to gain my own understanding. Thanks

Be careful re the term 'separate project' as the CDM regs are designed to try to make projects that are really 1 project [the proximity philosophy] stay 1 project - the breaking down of larger projects into a series of smaller projects is not really on If there is a break of 6 months between the end of one project at the same place for the same client and the start of another project then they can be seen as 2 separate projects with their own management systems abet referencing what is needed from other systems & the H&S file Where there is a gap of less that 6 months between projects the T&C's etc and even the PC etc can be different parties but the overall management system can be continuous with tweaks - we are not talking about what is being built as that can be different we are talking about the umbrella management system for all construction activities at that one location with the one client I use the proximity principal all the time [after chatting with the HSE and the EA [for SWMP jobs] - new PC's, designers etc do not like the system as they like what they see as 'neat boxes'. Success depends on the clients attitude and the tweaks mentioned can be large or small to suit the situation QA sometimes trys to get in the way however I note to all that QA is not law so it must be changed to suit the circumstances and any good QA system should be able to change as circumstances dictate

All duty holders being the same, and the Projects being (as you describe) "closely linked", I think it makes little or no difference in practical terms whether you extend the original F10 or report a new Project. Bear in mind the purpose of notification...............
