A member of my local club has asked me a question, that is, he has a static caravan with the nearest lighted area lying around 200 Mtrs away, leaving him in darkness is there a regulation for this. Also the concrete path to the caravan lies on a gradient which is very slippery when the grass has been cut and with snow and ice. The reason for the gradient with the path is to make it easier for the grass cutting machine, at the end of the path it drops to approx 1/4 gradient which in these conditions is almost impossible to walk down. The only regulation I have found regarding lighting is that where site lighting is provided there shall be adequate lighting during the hours of darkness. If the site is a private site I don't think the lights would come under the street lighting regulations in so far as they are installed to the correct standards. In regard to the concrete path issue, other than a duty of care to ensure the health and safety of users of the park I cannot find any legal precedence to install a handrail along the path other than at changes in height. I'm assuming that warning signs must be displayed if there is a likelihood of slips occurring. Thanks in advance Craig

I believe your local Environmental Health Officers should be able to assist with these issues.
