In HSE Information Sheet MISC614 in the Introduction, it says: "people climbing out of the MEWP (this is not normally allowed)". I had always taken the action of climbing out as forbidden, but the wording as referenced indicates that there may be circumstances where it is allowed by saying "not normally". I need to pass on a decision to senior management with regard to the question, "Can we use a cherry picker as a means of access to conduct roof work?"

Beware acquiring the "damaged client's roof with MEWP" t-shirt - perhaps the most likely outcome when all other factors are well-managed on flat-roof work.

I noticed that was from 2005. Do you know if it was it brought out before, at the same time or after the W@H Regs in April 2005?

IMO- If you carry out adequate RA and put measures in place you could probably use to access the roof, however, do take very much into consideration the frequency intended. I had the same issue at work and the cherry picker was always used to access the roof before my days here but I opposed to it. We need to carry out monthly roof inspections therefore I made them install a fixed ladder, which to be honest was not that expensive. If you feel that they way they want to do it is not safe then stick to your guns and oppose to it.

As with any task, the risk assessment and SOP or SSW must be suitable and sufficient. With any method to access a roof there will always be hazards, The mwep may move with a gust of wind (anything over 5mph the MWEP shouldn't be used (obviously in line with manufatures instruction and SSW)) and only one lanyard used (thats taking your life in your own hands). However what about the risk of climbing potentially 8m up a hooped ladder, losing their footing and falling to the ground. They have not even reached the roof yet. As long as the control measures are in place and the work can be carried out safely either method could be used. It is, to certain degree, an opinion based on the risk assessment to which method is utilised.
