I have been asked if there is a specific piece of legislation regarding the management of abandoned buildings.

Andy - when you say abandoned do you or your company still, in some way, have a responsibility towards upkeep etc? We have a number of 'mothballed' buildings for which we have responsibility for the next 3 - 5 years. I am not aware of any specific legisation, however we implement the same regulatory standards for building management, test, inspection etc. (albeit to a reduced level considering the building is unoccupied) i.e. fire management and control systems, leak detection on air conditoning units/fire suppression systems, water temps and flushing through, testing gas and electrical systems etc. We have also completed fire risk assessments to consider the risk of arson and to review internal controls etc. Hope this helps, is not considered OTT and that I have not got hold of completely the wrong end of the stick :-)

The building insurers will often impose conditions along the lines of :- - Sealing of openings - e.g. letterbox, boarding of windows. - Disconnection of services, water, gas and electric apart from circuits used to power alarm systems. - Weekly or fortnightly inspections of the property, inside and out. If you own the building ensure that your business description shown on your public liability policy includes "Property Owners" and that Property Owners Liability cover is in place for the property. If you are working on such properties then try to erradicate lone working for starters. Implement call in procedures and ensure staff have a means of communication incase of problems.

Depends on your involvement and what your role is with the abandoned building. The Occupiers Liability Acts 1957 & 1984 apply. HASAW, the Management Regs, RRFSO etc may apply ( depending on circumstances. The FPA publish a guide - Code of Practice for the Protection of Empty Buildings, Fire, Safety & Security which you might find useful

Only focussing on my area of work here, but, don't forget the duty to manage asbestos (Reg 4, CAR 2006) will apply as well.
