I've just had a first scan through IOSH's response to the Lord Young review (link on the IOSH Home Page).
Well done IOSH - a carefully thought-out and well-presented document. Covers all the points and answers a lot of questions.
Let's hope those in authority take the time to read it...

I spoke recently to some HSE Inspectors who thought the classroom risk assessment would be a fantastic tool for schools and it would only take about 20 minutes.
When I explained that an ordinary class that was low risk e.g. teaching maths, english, french etc would not require a risk assessment in the first place as there would be no forseeable risk of injury to a teacher, pupil etc. 20 minutes saved and an unnecessary risk assessment avoided.
What about one for Technical classes, Science classes, Home Economics classes etc?
I did state that due to mainstreaming of pupils with additional educational needs such as autistic spectrim disorders etc that the behavioural difficulties of teaching the above classes totally changes the scenario and potential risk level.
I am all for mainstreaming with the proper level of support, training etc so that is not an issue for me (just in case it comes across the wrong way). I have a disabled son in primary school and the support he has received has been second to none by staff, head teacher and dare I say it the pupils.
It would be far more beneficial if the HSE had come up with an online tool for risk assessing in the medium/high class environments.
I did also think that Lord Young missed the point of H&S and like the reponse from IOSH.

At last! Some proper common sense. It does look as if IOSH has got the balance right.
Let's hope that Cameron and Co. listen carefully.
I suppose we have to have some sympathy with the HSE, having lost their semi-autonomous status some time back, they are rather at the beck and call of their political masters.
