Hi

I'm looking for guidance on producing an evacuation plan for a petrol station forecourt, or, where to find some as having difficulty pin-pointing any industry best practice documentation - if indeed there is any!

I would be very grateful for any advice on what should be included in respect of procedures such as emergency power shut down etc, or where I should be looking for relevant information.

Are you aware of the Red Guide www.cfoa.org.uk/download/13605 as this may assist you.

Also please do not take this the wrong way, but if you are not 100% confident in what you d to are doing, then I would suggest you seek advise form someone who is fully conversant/competent in fire safety on petrol forecourts.

Each and every person working at the kiosk, and every person in charge of a tanker delivery MUST already know how to isolate power to the forecourt area in an emergency. There should be a working tannoy and a clear script to follow, and a similar script card for phoning the emergency services.
Controlling the behaviour of members of the public in such situations is another matter of course (they are unlikely to abandon their vehicle to the ravages of fire) and in real emergencies, the reactions and behaviours of persons left in charge have also often been found wanting. There are some excellent CCTV videos of real incidents available in the Industry.

The biggest problems are (a) lack of training for staff in charge (b) lack of adequate numbers of staff to manage a real emergency and (c) preventing other MoP driving in to the danger area.

Systems for unmanned facilities are pretty well defined by the Industry, you'll gain an appreciation of these by visiting your nearest large supermarket.

smitch, you and I must be similar, do you happen to have the full set of Lord of the Rings as well as the full set of Star Wars, both the original series and the newer series?

Not sure if the safety passport alliance still runs petrol forecourt safety courses, could try that avenue?

DSEAR + ACOP's including 'L133 Unloading petrol from tankers'. Duty lay with the employer to Risk Assess. This then links to
RR(FS)O Article 9 and the need to comply with Article 42 'Special provisions in respect of licensed premises etc' as a retail filling station is still subject to licence under the Petroleum (Consolidation) Act controlled by the relevant Local Authority as the Petroleum Authority.

As with any high risk location there is no room for plagarism. I suggest you contact the Petroleum Retailers Association whose members run such premises; the Association for Petroleum and Explosives Administration (APEA) who represent the regulators (PO's). London were always different and a word with the London Fire Service if relevant may be in order as they may have specific needs. The APEA/Energy Institute guidance 'Design, Construction, Modification, Maintenanace and Decommissioning of Filling Stations is also an entertaining read.
