If a retail store had an electronic powered roller shutter that covered the front of the entrance to the store what are the control measures?

1, a break on the motor
2, an additional manual break (is this required?)
3, Regular inspection, Test and Maintenance by a Competent Person.

Please could you advise if there are additional controls

Also I have looked on the HSE Website but for some reason I'm unable to find an guidance for roller shutters.

I think that you will find that RSDs come under PUWER. Your best bet, since HSE have nothing, is to get onto the supplier and seek their advice whilst remembering that they have profits to make. We have an annual maintenance done on ours.

Legislative requirements set out at Workplace (HSW) Regs 1992 Reg 18.

There are several relevant BE EN standards.

Have you looked at HSE operational circulars OC314/6 [safety of industrial doors and shutters] and OC314/17 [roller curtain doors]. Whilst they are more industry oriented, rather than retail, they may provide you with some useful pointers.

The shutters are simple pieces of kit, have a maintenance contract to have all legally required checks and maintenance carried out by competent peaople. That will cover all your maintenance responsibiklities. As far as testing is concerned build that into your maintenance contract. There are several companies out there who do this work. I know a freind of mine works for such a contractor and has an on-call arrangement to cover breakdowns etc. As to the day to day operation, train your staff in how to operate the shutters correctly and develop a process for closing them that covers the need to prevent anyone being trapped or injured when they are closing, check that similar things are in place when opening them as well.

When investigating an accident last year, I spoke to the industry association and manufacturers and it turned out that two safety devises were necessary for the type of door that caused my accident. So as said previously check with the manufacturer and industry association.
