With regard to competence for Legionella assessments etc with regrd to the actual company which of these two would people say intimate mosy competence or carries most weight.

With regard to Legionella assessments, I would automatically look for membership to LCA.

The Water Management Society have a competence article on their home page which identifies a couple of basic requirements for companies to prove their competence to potential clients, one of which is...

2. Legionella Control Association (LCA) membership for service providers. Companies that are members of the LCA have a commitment to ensure their employees are competent.
