I'm now preparing the Emergency Response Plan for chemical plant. (a) May I know how to calculate the maximum evacuation time to reach the assembly point in an emergency? (b) Any published statistic for reference to work out how many team member should include in an Emergency Response Team? Thanks.

For a chemical plant, the emergency response to fires, gas releases etc are much more complex and require more detialed analysis/assessment. The reponse is also dependent opon the properties/quantities of chemicals stored/in-process, the controls available. Is this chemical plant in UK and does it come within the scope of the COMAH Regulations? There is COMAH guidance at the link below on page 140, but I am afraid it is generic:- http://www.hse.gov.uk/comah/sram/s8-15.pdf

a) it depends on risk, if catastrophic failure of a tank results in a gas cloud reaching the office block in 2 minutes, then less than 2 minutes! b) it depends, are we talking, bronze and silver response, i.e. Front line fire fighters and a coordinating team? I would want to see a minimum of 4 guys for front line response, in the control office, controller, scribe, expert on chemicals, expert on plant, environmental and safety experts. Etc. Quickly joined by silver command for relevant emergency services. if this is in the UK then your local emergency planning office will tell you what is required e.g. http://www.clevelandemer...yplanning.info/COMAH.htm If not I would use the UK comah guidance to provide some ideas for good practice. If you provide more info we might be able to help more....
