Ladies and gent,
we are recently facing an issue with state maritime authorities from a country.

company has a fleet of construction / drilling vessel. onboard vessels, for mariners, STCW95 is required as survival training. for Construction crews, OPITO / OLF is required. this is the rule on all the vessel, and until now we did not faced any troubles.

now we might face a serious problem with local maritime authorities of a country. we have been told, basically, that EVERYBODY onboard vessel must have STCW95, and OPITO is not acceptable.

I was not able to find any link or or information to support our claim that OPITO is acceptable for offshore industry, for non-marine crew, instead of STCW-95.

cand anybody give some advice where to look?

If the Maritime Authority of either the country where the vessel is working, or the flag of the vessel states they now require this, I would suggest that you are going to struggle to overturn the requirement regarldess of what evidence you can produce in support of the claim without Government or industry backing.

Whilst it may not re morally right if the country U are operating in wants a certain thing them that's what it gets; sorry but that is what it is

Gents,
For obvious reasons, I can’t give too many details.

Don't get me wrong, is not that we don't want to comply. But when the vessel is getting arrested in port, for such new requirements appeared over night, without any warning or time to implement it, it's making life difficult, let's say.

Also, it doesn't help the fact that we are the only company from area required to comply with this new rule (which, by the way, was not yet communicated officially to us yet, but the vessel is still arrested). Maybe they just decided to start implementing this, and we were the “lucky” chosen to be the first ones picked. Or maybe not.

What I’m trying to find out if it’s anywhere mentioned that OPITO survival trainings are compliant with STCW requirements, at least to some extent (added to internal trainings like familiarization and others), to get the acceptance from authorities to sail and win some time to implement the new requirements.
