If an organisation has to operate a standby system.
How dose the WTR stand with the following standby system.
Standby rotation approx 10 weeks between,
Length of standby 1 week,
Work normal shift approx 8am to 6pm,
Rest until earliest (expected) call out 10 pm,
Normal working day next day,
This is the style of standby system a domestic gas repair company is proposing to operate (so factor in that the men will also be driving)

The first aspect is to define what is working time, which is when someone is actually working. Consequently, stand-by is not working! The number of hours worked is then averaged over 17 weeks (reference period). Then factor in "compensatory rest" exceptions and agreements and rarely will the WTR present a problem. Failing that if you still have concerns, individual workers can sign opt-out agreements. Have you got the latest free publication from the DTI: Your guide to the working time regulations March 2000(URN 00/633). The earlier copies contained errors!
