Does anyone have the national average absence rate for each of the last five years?

Or does anyone know where I might find this information, I've tried the CIA website and the national statistics office

There are no specific figures. Now that employers are responsible for most SSP, most sickness absence is not automatically notified to the authorities. Your question could be a bit clearer, ie are you looking for absence of all types, or related to sickness and/or injury, or what?
