Is there a legal requirement for this and if so, what are the timescales?

Extingushers should be checked visually weekly.
Check the safety clip and indicating devices to determine whether the extinguisher has been operated; and checking the extinguisher for any external corrosion, dents or other damage that could impair the safe operation of the extinguisher.
As well as this, servicing should be carried out by a competent person annualy, with an extended service including a discharge test every five years.

Is the weekly visual inspection a legal requirement or recommended good practice? I don't know many organisations that do it on a formal basis.

See HSE publication Fire Safety - An Employer's Guide 1999 (ISBN 0-113-41229-0). It has a table of best practice.
