Ozone Depleting Substances in Construction Insulating Foam

Looking for some advice to see if there is any UK guidance on the disposal of contruction foam panels that contain ozone depleting substances such as CFC, HFC etc. A number of properties are currently scheduled for demolition and we test any foam panels to ascertian if the blowing agents used in their manufacture contains ODS. I have seen a SEPA breifing note relating to ODS and construction foams from 2008 but the Ozone Depleting Substances Regualtions 2015 do not speciifcally mention anything regarding these - I can only see a reference to an article in relation to the recovery of materials.
Would ODS containing foam be classed as hazardous waste / special waste and what waste route would it follow? Any particular precautions to be undertaken during removal of such materials?

WM3 Technical Guidance is unfortunately the route to waste disposal - a reputable waste company will help decipher its content for the material you seek to dispose of whilst the EU requirement to classify construction products (as waste) eventually percolates through the supply chain

I thought that the CFC was used as the blowing agent and therefore does not become part of the foam. A bit like the propellant in an aerosol can so would the requirements actually apply to the dry foam?
