Just wondering about what constitutes a "pipeline" under the CDM regs.

Is everything included from a small bore water pipe to a tap a a full sized gas mains supply? 

It seems that if you take the regs literally, it includes absolutely everything!!

If it looks like a duck and quacks, it's a duck.

So, you have to see whether there's a definition of "pipeline" in CDM.

If not, then you have to look at whether there's a definition of same in the parent legislation, i.e. HSWA. Don't think so.

If not, you go to the Interpretation Act 1978 which applies to ALL legislation. 

If not defined there, then you default to the Oxford English Dictionary.

That a "pipeline" is separately defined in another code of regulations is irrelevant to interpretation of CDM.

Nothing in CDM defines the size or nature of a pipeline.

Other legislation recognises that some pipelines pose greater risk than others (somewhat dependent on the circumstances).
