1 of my clients has adverse weather policy written into staff handbook. I wanted to send out an email/text before xmas at beginning of bad weather period. Told not to, and the office manager was told to just resend out the staff handbook electronically. Staff were then told to reply by email that they had read and understood the contents of the handbook. Now i reckon that over 80% won't read it but just say they have. So in effect agreed to the adverse weather policy and requirements.
