If one is trained and experienced in operating a forklift truck or similar and able to interpret signals given to you by a banksman, does that qualify you to give banksman signals to another operator?

I would say no as the banksman training involves a number of other factors relating to vehicle movements and doesn't depend only on understanding of hand signals.
