I'm looking for some advice on the safe retrieval of stock from high level racking where a pallet has failed / positioned incorrectly and cannot be lowered by a FLT?

We have scissor lifts available, however cannot access the failed load / stock without reaching out of the basket.

I've looked through HSG76 and INDG412 regarding Warehouse and Storage, yet as ever, they just advise on the WAH heirachy and training on MEWPS etc. 

If anyone who has experienced this and has a pragmatic solution, I'd be very greatful for your opinion and ideas
