As we move mainly into the ‘delay phase’ and we are seeing community transmission.  Is there scope / thinking to allow or relax Statutory testing due to assessors being off sick / self isolated?

Not really since the risk from the failure of things like Lifting equipment and LEV remains. That risk is probably higher than the risk from coronavirus, so I can’t see the HSE lifting the requirement for this unless the situation becomes really dire, ie two steps from up the Mad Max scenario.

Contingency planning for "worst case" scenario is rarely if ever going to meet the needs of all current standards. I would be more worried about my own staff than I would be about compliance with some of the regulatory standards designed for when society is functioning 'normally'. If the inspecting company is demanned then the client company is likely to be demanned concurrently as will the HSE. If it reaches the stage of quarantining communities as in Italy, with serious restrictions on movement, then I would guess the men manning roadblocks with weapons are unlikely to have much sympathy with an engineering inspector insisting on his need to breach the quarantine!
