If you are looking at draft legislation you can look at the Parliamentary website which follows the legislation as is progresses through parliament. (I assume that there is something similar in N. Ireland, Scotland, and Wales). The HSE will (eventually) publish guidance on what they think that legislation is about, which can be useful.  The best paid-for websites, don’t just list the new legislation but explain how it might be applied by the government and interpreted by the courts. I would never pay for just a list of new laws.
