Dear Colleagues , 

Appreciate any advice on following :

As College develops new procedures , RAs etc re Covid-19 , the following issue came up:

Vulnerable student attends college with symptoms or develops Covid 19.

Parent/guardian cannot collect student due to extenuating circumstances. 

We are unable to 'hold' student on Campus , as we need to isolate student and prevent contact with others (Student/Staff etc ) .

As student is vulnerable we can't send them home by Public Transport .

Taxis: possible risk of transmission , driver might have to isolate as a result of track and trace.  Same would apply to staff conveying student in own vehicle .

Would be interesting to hear if any colleague have encountered similar situation in FE , Universities etc.

Not in the setting so can't help directly and you will be aware of the guidance so I am not going to just repeat that....there are two definitions that jump out at me in this:

1. Vulnerable adult

2. Clinicallay Vulnerable Adult

1 is the usual view and for all intents and puposes what you are used to, the issue with these guys is that you won't actually know...biggest thing here is to plan for social distancing in classes and how you organisae yourself.

2. The Clinically vulnerable adult shouldn't be attending and that advice in the guidance is clear.

If you don't have the systems to test you will never know...if there is an instance then treat it like you would any other injury but instead of transferring them you would call NHS direct and ask for advice...they may depending on the symptoms send an ambulance (most likely non-urgent - again dependant on the symptoms)...PPE for staff dealing directly with them is important, as those students with mental health issues will need support throughout...

Maybe not helped but added a couple of things to think about...le me know how you get on :)

I think that we are mixing up two means of “vulnerable”.  One meaning is in the context of the COVID19 outbreak and refers to those who are at serious risk if they become ill with the disease. I’d have thought that those people shouldn’t be attending lectures etc anyway. The other meaning of vulnerable, is within the education and social care context and refers to those people who may have a physical or a learning disability and require extra support if they are to take part in education. I’d have thought that there was some procedure for getting those in the second category home if they fell ill anyway, pandemic notwithstanding. Or is arranging for a taxi to tka them home the standard procedure?

Many thanks for reply and advice. Which is very useful .

By vulnerable , this is regarding Safegaurding , not in the context of Covid-19 -

Clinically vulnerable etc . (Safeguarding is the action that is taken to promote the welfare of children and protect them from harm. Safeguarding means: ... ensuring children grow up with the provision of safe and effective care. taking action to enable all children and young people to have the best outcomes)

Hello A Kurdziel ,

Many thanks for your reply and acvice , which will be very useful .

As you mentuined , College has procedures for transporting Vulnerable students (disabled , under 18 etc ) . However we do not have policy for transporting Vulnerable students with suspected Covid-19 home. This creates additional problems , transmission of disease , social distancing etc .
