A shopping centre employs a general manager and as part of his contract they supply him with a flat on site. Do the employers have responsibility for health and safety within the flat under the Health and Safety at Work Act?

They have landlord duties only.
What employer activity do you envisage would invoke H&S in a domestic dwelling?

Mosh, it is possible that the occupier of the flat does work there, in which case some duties would apply. Same as for many of us currently working from home during Covid - hence recent update to HSE guidance on work station set ups in home environments. But what the employee does in their own kitchen say, is up to them assuming that it doesn't breach whatever tenancy agreement there is (whether explicit or implied).

Peter is right...only other thing I would add is that in that persons contract of employment there will (sorry I will correct myself) should be thier workplace location(s)...most are not but I would start there....when doing a risk assessment of any kind with this make sure the boundaries of the risk assessment specifically exclude areas that would not directly connected to thier work - i.e. the kitchen :)
