Hi there

could anyone tell me waht the height of a hand rail should be on an external fire escape staircase should be?

Same as on internal stairs - double rail and I believe the figure is 90cm with a kick plate at the bottom

Mike, depends on where the location is and the age of the staircase.

If in the UK, and a permanent staircase at a building, then covered by the relevant Building Standards requirements. 

So, in England, your starting point would be Approved Document M

But the specified height has changed over the years to reflect people getting a bit taller, but with existing standards for older staircases deemed to still be compliant.
