Erecting scaffold near to 10v electric fence?

Hi, this is a new one on me. I have come across a scaffold errected near an electric fence. Is there any guidance relating to scaffold and electric fences. I cant find any anywhere. The scaffold is retaining a wall, the scaffold will not be accessed but works will be carried out near to it. Thanks

Is the scaffolding actually touching the electric fence? Is it possible that someone working on the scaffolding might touch the fence either directly or with something that can conduct a current? Is it only an issue if the scaffolding is being erected or dismantled? If that is the case turn it off during that operation and turn it back on when the process is complete.

This question was asked last month. http://forum.iosh.co.uk/posts/t130551-Erecting-scaffold-near-to-10v-electric-fence 10v is extremely unlikely to kill someone directly but might be sufficient to e.g. cause them to lose balance, or act as a source of ignition if flammable substances are being used nearby. So, there is a need to assess the risks and take appropriate precautions, but ultimately in the list of risks involved in erecting, using and dismantling scaffolding this is not top of the list. Since it is apparently intended as temporary works to retain a structure then there should be very little USE.

10V is out of scope of the Low Voltage Directive, is classed as a safe voltage for access by BS7671 as it is considered low enough not to pose a shock hazard. And is probably 0.5V above a fully charged "PP3/MN1604" cell battery. From an electrical standpoint I would not even consider it.
